(3.)   Why did GOD tell Ezekiel to prophesy to Pharaoh?

Pharaoh was a work power and had claimed that the Nile River belonged to him.

Pharaoh seemed to think he was greater than the GOD of Israel, but GOD wanted Pharaoh and the Egyptians to know that GOD was the owner of the land , the river, and all the river's occupants.
